Yes , the Dremel cut off tool will do the job. But before you cut off that seal race, from looking at your picture it appears that the shaft where the bearing rides is damaged . Hi Les. I find that many times ,when that fan blade comes apart, it wipes out the thermistor also. Hi Godfather, yes you can buy Huebsch 20,30,and 40 lb washers in 120 volt single phase. They are inverter drive models . I replaced 7 toploads with 5 thirty lb washers.  Had to re-work the plumbing for gravity drains but the electric was easy.  You must special order the 120 volt option even with the ...

Yes the drum has to be removed to replace the bearings. Yes the kit is designed for washers from 20 to 60 lb capacity. There is not just ONE special tool but a whole set of special tools necessary for removing and re-installing the basket. Also included are tools to install and remove the bearings and seals. Hi Bob, To determine if your bearing is bad, Use a flashlight, go to the rear of your dryer, shine  a light on the bearing. Alliance uses sealed bearings on their dryers. Buying the press fit kit is just the beginning of your troubles, and expenses.
